My Lord,
1st. October, 1931.
I have the honour to inform your Lordship that
I have received an application from Mr. I.A. Levis,
a British subject registered at this Consulate-
General, for the registration of the births of his
seven daughters born in Shanghai, Esther, Rachel,
Suzanne, Violet inifred, Constance and Evelyn, more
than seven years having elapsed since the births
took place.

with the exception of Constance and Evelyn all
these children were registered at this Consulate-
General as British subjects in 1923, and Mr. Levis
states that he thought such registration obviated
the need for effecting birth registration.
3. The Statutory Declaration which I have the
honour to transmit herewith sets forth the grounds
on which the claim to British nationality is based,
and it also includes the name of a further daughter,
Ruth, concerning whose birth the applicant has been
advised to communicate with the llongkong authorities
with a view to effecting registration there.
3. I also have the honour to enclose the Jewish
certificate relating to the marriage of the parents
and an English translation thereof, together with
copies of the registrations by the
His Majesty's Principal Secretary
of state for Foreign Affairs, Foreign Office,
London.
